Yes, there are many web design businesses; but I think it is worth starting up a web design company. After all, I have started one recently on my own too. To me, the key to starting a successful business is marketing. There are always people out there with web design needs but don’t know where to go to for help. If you can find out how you can market to those people and offer reasonable prices, you are all set.
And also, just for safety net, instead of just doing web design, you can provide other web related products/services too.

although there are a large number of designers out there it does not hurt to create a new one.
